Defence policy

  • Supporting the achievement of foreign and security policy goals and decision-making by the state leadership.
  • Steering the maintenance, development and use of defence capabilities.
  • Participating in international decision-making and cooperation.
    • NATO membership expands participation and internationality.
  • The key actors: Parliament, the President and the Government (the Ministry of Defence).
  • The Ministry of Defence is responsible for, inter alia:
    • The preparation and implementation of defence policy
    • The resources and operating conditions for military defence
    • The coordination of operations with the national defence activities of other central organs of Government

The Ministry of Defence is responsible for steering the administration of the Finnish Defence Forces, preparing the defence budget, procuring defence materiel and preparing legislation concerning the defence administration.

Defence policy also includes other elements:

  • The strategic planning of defence capability
  • Area surveillance
  • International defence cooperation, incl. NATO cooperation
  • International military crisis management cooperation
