Comprehensive defence as part of the Alliance’s defence

Finland’s comprehensive national defence will be developed on a threat-based basis, taking into account changes in the operating environment and the requirements of NATO membership. In other words, preparedness for military threats will serve as the primary starting point.
- Comprehensive national defence includes national and international military and civilian measures that safeguard the operating conditions of Finland’s military defence in all security situations.
- This requires robust national preparedness and effective coordination of activities.
- Operational plans are central to NATO’s deterrence and defence. Their functionality requires command and control structures and capable forces.
- The Nordic countries, the Baltic Sea region, and the European Arctic form one strategic entity.
- Finland, Sweden and Norway form a single operating area.
- Finland will incorporate the capability targets set by NATO in the Finnish Defence Forces’ Development Programme.
- The Ministry of Defence is responsible for the coordination of comprehensive national defence.
