Social welfare and health care

The Ministry of Social Affairs and Health provides guidelines for the development of health and social services, prepares legislation and steers the implementation of reforms.

In the reform of health and social services in 2021, the responsibility for organising services was transferred to autonomous wellbeing services counties.

  • The obligation of public authorities to promote the well-being, health and safety of citizens derives from the Constitution.
  • According to Finland’s Constitution, all citizens are entitled to necessary and adequate subsistence, care and services.
  • The Social Welfare Act contains provisions for social services, while the Health Care Act regulates the implementation of health care.
