Maintaining internal security

Internal security is maintained and ensured by the:

Safeguarding the functioning of the legal protection system

  • The legal protection system must function in all circumstances. This means, among other things, that the rights and obligations of citizens and the powers of the authorities must be based on law.
  • An independent judiciary is responsible for sentencing and dispute resolution. The Criminal Sanctions Agency is responsible for the enforcement of criminal sanctions.

Maintenance of public order and security

  • The police are responsible for maintaining public order and security. The executive assistance provided by the police supports the implementation of the duties of all other authorities.
  • The maintenance of public order and security protects the essential infrastructure of society. It prevents and combats not only terrorism, but also organised and other serious crime and disturbances.

Maintaining border security and maritime rescue services

  • The Finnish Border Guard is responsible for maintaining border security.
  • The Border Guard monitors and safeguards Finland’s territorial integrity.
  • The tasks of the Border Guard also include the protection of the marine environment, international cooperation and national defence.

Ensuring supply chain security and goods security

  • The primary objective of Customs in ensuring supply chain security is to reduce the possibility and likelihood of security threats materialising.
  • The maintenance of goods security includes, among others, CBRNE operations – namely the prevention of chemical (C), biological (B), radioactive (R), nuclear (N) and explosive (E) threats.

Rescue Services

  • Regional State Administrative Agencies promote and evaluate the implementation of local services in their respective sectors. The basic services needed by everyone in Finland are mainly provided by the municipalities.

Emergency Response Centre Operations

  • The Emergency Response Centre Agency provides emergency response centre services throughout Finland, with the exception of the Åland Islands. The emergency response centres receive notifications/emergency notifications relevant to the rescue services, police, social services and healthcare, and forward them to the appropriate authorities.
