Regulation of readiness

Updated December 2025

Enhancing readiness

  • This can be done by decision solely of the Finnish Defence Forces, using their own resources and mainly during normal conditions.
  • The Finnish Defence Forces can enhance their readiness through internal measures based on intelligence, surveillance and target protection.

Increasing readiness

  • In the event of a threat of military aggression
  • In line with the decisions of the state leadership and the orders of the Commander of the Finnish Defence Forces
  • Calling up reservists for refresher training or additional service
  • Recruiting those troops that are necessary for dealing with a situation.

A standby force is a force designed to counter rapidly evolving threats:

  • Standby detachments: called up primarily in the event of disturbances during normal conditions but can also be used for national defence tasks.
  • Standby units: called up primarily for military national defence tasks but can also be used for executive assistance tasks.
  • Troops of immediate readiness: to create a deterrent to the use of military force against Finland, the implementation of combat tasks can begin.

Reinforcement forces will create the ability to act in a protracted crisis by complementing previously established troops.

Reserve troops may be ordered to refresher training if a military threat so requires.
