Strategic planning of defence capabilities

The strategic planning of the Ministry of Defence is always based on political guidance:

  • Government reports
  • Government Programme
  • Security strategy for society
  • Other government-level policy documents

The long-term maintenance and development of defence capability is always based on objectives approved by the state leadership, as well as on the strategic plans of the Ministry of Defence and the Defence Forces.

The Defence Forces’ strategic capability projects (F-35 project and Squadron 2020 project) are examples of large projects led by the Ministry of Defence. In 2021, the Government decided to replace the Air Force’s Hornet fighters with F-35 Lightning II multi-role fighters. On the other hand, an investment decision regarding the procurement of combat vessels for the Navy, first mooted in 2015, was finalised in 2018.
