Comprehensive security is a Finnish preparedness cooperation model in which the vital functions of society are taken into account and protected beforehand in order to meet threats and eliminate or lessen risks. The management of comprehensive security includes preparing for threats, managing societal disturbances and emergencies, as well as recovering from them.
Comprehensive security has developed primarily into a cooperation model where the various actors share and analyse security-related information and plan, train and work together. The cooperation model covers all relevant actors, from citizens to public authorities. The cooperation is based on statutory tasks, cooperation agreements and the Security Strategy for Society.
The general principles are presented in the Security Strategy for Society (2017). Preparedness is implemented according to the operating principle of comprehensive security, in which the vital functions of society are taken care of in cooperation between the authorities, businesses, organisations and citizens. The term “comprehensive security” refers to both extensive security and a broad concept of security. Comprehensive security is a Finnish concept, so the term “concept for” is used before the term.
