Security of society

Comprehensive security is an operating model in which the vital functions of society are safeguarded through the cooperation between the authorities, the businesses, organisations and citizens. Comprehensive security is the foundation of society’s resilience to crises.

  • In addition to preparedness, comprehensive security includes responding to disruptions and crises.
  • A key actor in security can also be the individual.
  • Comprehensive security is linked to the developing resilience of the EU and NATO.
  • The implementation of the Security Strategy for Society is regularly monitored.

Comprehensive security has primarily developed into a cooperation model in which actors share and analyse safety-related information to better plan, practice, and cooperate. The cooperation model covers all relevant actors, from citizens to authorities. Cooperation is based on statutory duties, cooperation agreements and the security strategy of society.
